Overall Program Summary:
Energy security is a primary concern and currently a major area of investment of the Department of the Defense.
The Army Office of Energy Initiatives (OEI) is the central management office for the business case development and execution of large-scale (>10MW) renewable and alternative energy security projects with preferred financing through private capital investment. OEI uses existing Department of Defense (DoD) authorities, including those for power purchase agreements (PPA), for enhancing use leases (EUL) and easements, and to attract private capital investment.
The Air Force Office of Energy Assurance (OEA) is the Air Force counterpart to the OEI. OEA serves as the central management office, or “storefront,” for energy security/resiliency projects across the Air Force enterprise. Focused on holistic energy security/resiliency solutions, the mission is to work partnership with Air Force installations to understand mission requirements and deliver creative security/resiliency solutions that mitigate 21st century threats to the grid. OEA reports directly to Deputy Assistant Secretary for the Air Force, Environment, Safety, and Infrastructure (SAF/IEE), Deputy Chief of Staff, Civil Engineering (DCS/A4C), and Director, Air Force Civil Engineering Center (AFCEC).
Part of the team providing support to the Army's and Air Force's energy offices.
Partner as a senior advisor to the government and supervise the opportunity development contractor team:
Provide executive level support in the identification and development of projects, including identifying project opportunities, reviewing opportunity assessments, projeect evaluations, and project plans.
Develop innovative strategies to identify project project opportunities and resolve project issues.
Identify and review holistic installation energy security solutions and path forward to implement via private and/or appropriate funding.
A MA or MS with 15 years of experience, or PhD with 12 years of experience.
Highly desired: Experience working with DoD installations on energy related technology, financial and govemrent contracting issues.
Strong self-initiative with ability to work independently and collaboratively with a team.
Demonstrated excellent written and oral communication skills.
