State of Massachusetts Renewable Energy Program Coordinator in Boston, Massachusetts

The Program Coordinator II, (hereinafter known as the Renewable Energy Program Coordinator (REP Coordinator), coordinates various aspects of renewable programs administered by DOER. The primary task of the REP Coordinator will be to coordinate efforts to lower the soft costs of installing solar and other distributed energy resources in Massachusetts. In this capacity, the REP Coordinator will be the point of contact at DOER for the Affordable Access to Clean and Efficiency Energy (AACEE) Initiative, the Re-Heat Massachusetts Initiative, and the Mass Solar Loan Program. The REP Coordinator will also be responsible for managing programs established using Alternative Compliance Payment (ACP) funds as well as assisting RPS staff in the administration and review of RPS applications.

Coordinate Affordable Access to Clean and Efficient Energy (AACEE) Initiative

  • Coordinate the five separate efforts associated with the AACEE

  • Work with MassCEC and selected contractors to implement the ACRE Program

  • Work with DOER’s Green Communities Division and Regional Planning Authorities to implement the AARC Program

  • Work with DOER’s Energy Efficiency Division to implement the ZE-MAHI and RFI Programs

Coordinate Re-Heat Mass Initiative

  • Coordinate the different aspects of the Re-Heat Mass Initiative

  • Work with MassCEC to successfully implement the HeatSmart Program

  • Develop and issue RFPs for other programs under the initiative

  • Manage day-to-day operations and contract work associated with programs

Coordinate efforts to lower soft costs of installing distributed generation resources

  • Work with developers/installers, building inspectors, wiring inspectors, fire safety officials, and other organizations to address issues related to safety and the soft costs of installing solar and other distributed generation resources

  • Coordinate grant preparations, RFPs and contracts with federal, state and local agencies as needed.

  • Serve as the agency point of contact for the Mass Solar Loan Program

Contribute to renewable programs

  • Develop and design ACP funded programs approved by DOER

  • Coordinate with EE Division and MassDevelopment to write and implement Commercial PACE Guidelines

  • Assist the RPS team in reviewing applications and maintaining records

  • Support renewable energy activities across other DOER Divisions

  • Provide technical support to all DOER Divisions on related programs and projects

  • Outreach project development opportunities in to private sector

  • Review and provide comments on legislation, policy proposals and other items as requested.

Perform other duties as required

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
